Winter
1941 turn:
Since neither Germany nor Britain need any units replaced, no strategic warfare is
conducted.
The Soviets replace the army they lost in the "winter war" with Finland.
Bulgaria and Hungary join the Axis, and curiously, so does Ireland.
Comments: The Germans have completed the conquest of the west in 1940, in time to turn
against the USSR at the beginning of 1941. Rumania's failure to join the Axis narrows the
border between the USSR and Germany, allowing the Soviets to defend the front with just
two stacks.
